Why can you not decide around dogs as an apartment owner?

I am writing to you to understand something that baffles me in Denmark. Why can it be, that you are not allowed to have a dog in an apartment you own (andels or ejer). Meaning: the building administration does not approve of having pets. In my home country you decide if you own an apartment, which makes sense right? Why pay big money for an apartment if you have no freedom to decide over it. Only if you rent, you need to ask permission but usually that is something that can be discussed. What are the rules in Denmark – is it the law that decides that boligforeninger can decide over other people’s freedom? I need to understand this absurd rule.

Svar
The short answer is, that an “ejerforening” or “andelsforening” can decide, that animals are not allowed. They will do so in a document called “Husorden” and it is legally binding for the owners in the property.
